Per Ed Code 35160.5b, we have established a policy allowing families who live within 海棠直播 Unified boundaries to apply to have their student attend a different 海棠直播 school. Spots are offered through a random lottery process and not first-come-first-serve. You must submit an application to be included in the lottery.
No, applying to the Open Enrollment Lottery is NOT the same as enrolling in 海棠直播 Unified. If the student is not already enrolled in a TUSD school, you also need to complete the New Student Enrollment process.
No. Once your student is attending the requested school through an approved Open Enrollment placement, this becomes the student’s permanent school unless one of the following occurs:
- The student’s primary residence is outside of the TUSD attendance boundaries
OR
- The student applies for and accepts a spot at a different TUSD school through a subsequent Open Enrollment Lottery.
Spots are offered based on space availability at each school. If there are more applicants than spots available, a lottery will be held to assign available spots and a waiting list will be created for the remaining applicants.
No, TUSD does not provide transportation to students in the Open Enrollment program. Parents should consider the distance from home to the school requested and alternate transportation options when submitting an Open Enrollment Lottery application.
海棠直播 Unified has adopted PowerSchool Enrollment to accept online applications for the Open Enrollment Lottery. You can complete your student’s application the for Open Enrollment Lottery anywhere you have internet access. It can also be done using any mobile device.

Only one school can be requested per student.
A separate application must be submitted for each student. The exception to this rule is, if siblings are twins, triplets, etc., they can apply on one application.
Yes, each student must apply and be accepted at the requested school through the Open Enrollment Lottery process.
After the Open Enrollment Lottery is run, you will receive an email which will notify you of one of the following:
- There is space at the requested school and your student is offered a spot. The email will contain a link that will allow you to accept or decline the offer. You will have 10-days to accept the spot.
- There space is not available at this time, your student will be placed on a waiting list. The email will contain a link that will allow you to check your student’s current position on the waiting list.
Emails are sent to the email address provided in the application by the end of April.
No. Applicants must be residents of the 海棠直播 Unified School District. Non-residents can apply for an Incoming Inter-District Permit beginning March 1st.
